CIO strategy: 10 qualities of IT greatness

Successful IT groups are resilient, flexible, and highly responsive to organizational business needs. For many CIOs, this goal appears elusive and completely disconnected from the daily grind of servers, users, downtime, and help desks. Despite the difficulty, CIO success depends on connecting the chaotic, often crisis-driven, IT environment to high-level strategic and business priorities that matter to the broader organization.

Linking a tactical IT culture rooted in reaction and response to broader strategic goals is a worthy, if difficult, challenge, which requires understanding the areas of intersection between IT and the business. Despite the obstacles, IT must cross this bridge without disrupting its own operational ability to deliver projects on-time and within budget while still achieving planned scope. To be sure, this balancing act requires careful and delicate choreography!

Paul M. Ingevaldson spent 40 years in IT, most recently as CIO of international retailer, Ace Hardware. His recent column in Computer World caught my attention because it presents ten qualities of IT departments that have successfully bridged the strategic gap.

I spoke with Paul and asked him to explain the list:

To accomplish the goal, you must take the list as a whole; it’s not an à la carte menu and you can’t leave pieces out.

For example, an effective steering committee ensures that IT projects reflect the consensus of C-level executives around business goals and the organization’s automation strategy. Moreover, the organization needs a consistent set of rules around IT priorities, without the CEO randomly deciding how to manage IT. Unless the CIO reports directly to the CEO, and is therefore on equal footing with other officers, it’s very hard to make this work.

Bridging the gap from tactical to strategic requires understanding the organization’s business goals, which should be IT’s basic context, and creating an IT group that’s capable of executing well.

Paul’s list of great IT qualities (which I have edited) addresses both considerations.

1. The CIO reports to the CEO or, at least, the chief operating officer, giving the CIO clout and ensuring IT’s independence.
2. An IT steering committee, composed of C-level executives from the business units, makes allocation decisions based on a defined set of priorities and criteria such as ROI. The committee is necessary to ensure that investment decisions are made in the interests of the entire company and not just an individual department.
3. The organization spends an appropriate percentage of corporate revenue on IT, indicating the company’s level of commitment to IT.
4. A well-managed, highly visible security team is in place, since this is one of the most vulnerable areas of IT.
5. Disaster recovery plans and processes, involving users and a documented recovery plan, are well-established and tested regularly.
6. An ongoing commitment to training keeps IT staffers up to date. Organizations that don’t train IT folks and use lots of consultants are not sufficiently focused on in-house staff.
7. Rigid adherence to an appropriate system development life cycle, that both IT and the user community understand, is a priority. Documenting the selection process offers insight into the professionalism of the IT organization.
8. Well defined technical and managerial career paths let all workers achieve higher pay and status. This is the only way to retain top technical people who don’t want to manage others.
9. A monthly major IT project status report is widely distributed throughout the company.
10. The CIO participates in long-range, organizational strategic planning. If not, it’s clear the business views IT as an implementer and not a strategic enabler.

For many IT departments, realizing every item on this list will take time, focus, and lots of internal selling and convincing. Despite the effort, that goal is in the best interest of all technology stakeholders within an organization: shareholders, senior management, users, and IT itself.

The goal is clear and the bridge available, making the new year a great time to take steps forward!

Dengan bermodalkan pinjaman alat router ZTE MF 608 dari one of my best friend, saya mencoba jaringan IM2 utk koneksi Internet dengan 3.5G. Saya coba di kantor (Jakarta Pusat), luar biasa kecepatannya.

Kemudian pada malam hari, saya bawa ke rumah, di Bekasi, dan kembali hasil ping: 336ms, download: 364Kbps, upload: 293kbps.

Dengan biaya Rp.999.000 per bulan, ini benar2 hal yang menjanjikan utk project office yang mobile. Dan terpikir sudah oleh saya, beberapa hal yang dapat digunakan untuk menggunakan bandwidth ini. Tinggal apakah IM2 siap utk ini.

10 Advertising Words to Avoid in 2009

Shun meaningless words like "a lot" and "guarantee" in your copy. It'll help you out a lot--we guarantee it.

The economy, unemployment, companies folding, people losing their homes--2008 has left consumers wary of businesses. And that lack of consumer confidence requires straightforward, honest advertising messages to regain marketplace security. In 2009, perhaps more than ever, the words you use in your copywriting can determine whether you make a sale or lose a customer.

Here are 10 words to avoid in your 2009 copywriting.

Free
Ads that include messages about a free product or service promotions can work well during an economic downturn, but consumers need to see the products perform well. E-mail spam filters are tough on messages that include "free" in the subject line. While it might be tempting to use a subject line that says, "Open now to get your free widget," that's an e-mail spam filter red flag that will send your message to most recipients' spam boxes. When the economy is tough, you can't risk having your e-mails not make it to the intended recipients. Replace "free" with "complimentary" or "gratis" to sneak by spam filters without compromising the effectiveness of your message.

Guarantee
Few people believe in guarantees these days. Unless you can prove your guarantee is real, use the valuable real estate space in your ad for a more effective message that consumers are likely to believe and act on.

Really
If you want to waste space in your ads, include "really" in your copy. This word does nothing to help your messages. Instead, it slows consumers down, and they are not likely to wait around for the complete message. Don't risk losing them by loading your copy with useless filler words. Make sure every word in your copy is there for a reason.

Very
Does a message sound more compelling with "very" in it? Is "When you need very fresh flowers, call ABC Florist," more effective than "When you need fresh flowers, call ABC Florist"? If you answered, yes, reread the last paragraph.

That
Once you finish writing copy for your ad or marketing piece, reread it and make note of every time you use "that" in your copy. Chances are, you can delete 90 percent of them because "that" is a filler word that doesn't advance the consumer through the message. Instead, it slows down time-strapped consumers. Deliver the messages your audience is likely to respond to, and deliver them quickly.

A Lot
Don't use vague copy with words like "a lot" that do nothing to differentiate your business from your competitors. Instead, quantify your messages. If you offer 20 varieties of roses in your flower shop, say so. If you respond to customer service calls within five minutes, tell people. Which is more compelling: "You can choose from a lot of shoe styles at Sally's Shoe Boutique" or "You can choose from more than 100 shoe styles at Sally's Shoe Boutique?" No doubt, "100 shoe styles" is more intriguing than "a lot of shoe styles". A lot can mean different things to different people. Don't leave room for guesswork in your copy. Make your messages extremely clear with no room for confusion.

Opportunity
You're not helping anyone when you offer "opportunities" in your copy. Consumers don't want opportunities. They want to feel confident handing over their hard-earned money. They want to know they'll get the results they want and need, not the opportunity to perhaps get those results. Don't let them wonder what they'll get when they pull out their wallets. Tell them.

To Be (or Not To Be, For That Matter)
Write your advertising and marketing messages in the active voice, not the passive voice. If any form of "to be," "has been" or anything similar appears in your copy, rewrite it. Writing in the passive voice doesn't command action. Writing in the active voice does.

Synergy
This overused piece of jargon has had a long life, but it's time to move on. Leave jargon and 10-dollar words out of your advertising messages. There's no room in copywriting for buzz words and words that consumers need a dictionary to understand. Consumers don't care about your "unique value proposition." They care that when they pay for your product or service, it will deliver the results they expect. Naturally, there are some exceptions to this rule, such as B2B copywriting, where jargon might be expected. In most copywriting, however, keep it simple.

Drinkability
Budweiser is already using "drinkability" in its ads. Seriously though, the point is valid--don't copy your competition. Instead, differentiate your product and business with unique copy and messages that your target audience is likely to respond to.
The rules of successful copywriting don't change from one year to the next, but as the marketplace and environment change, so must your messages. Use the list above as a guideline to writing great advertising copy in 2009.

Global economic downturn is picking up speed

WASHINGTON (MarketWatch) -- The global economic downturn is gathering speed in Europe, Asia and the United States and while there is talk of a recovery in the second half of the year, it is far from a certainty, economists say.

The pace of the slowdown in China has come as a surprise to economists. The downturn in the European Union is now expected to hit all countries, not just the smaller countries like Spain, Italy and Greece.

And the United States seems set for the longest recession in the post-war era.

Most models see some pickup beginning after June. But the environment is not easy to forecast.

"The central fact is I don't think anyone knows how this will play out," said Martin Bailey, a former economic adviser to President Bill Clinton and now an analyst at the Brookings Institution.

Most annual forecasts are "notoriously wrong," said Steve Ricchiuto, chief economist at Mizuho Securities in New York.

Ricchiuto and other economists say that it will not be until May that it is clear whether there will be a rebound in calendar year 2009.

Simon Johnson, former chief economist at the International Monetary Fund and now a professor at MIT, is one economist with major doubts about a quick turnaround.

Instead of a V-shaped recovery, Johnson predicts it will look more like a "bathtub," with slippery sides that will be impossible for the global economy to climb.

There is a global pullback by investors underway, where the public wants to save more.

Governments around the world are stepping into the breach with stimulus plans, but because they didn't save during the summer days of the expansion, they don't have enough fiscal power to provide the necessary stimulus, Johnson said.

President Obama's economic stimulus plan is likely to top $775 billion, according to the latest media reports.

The British and French are proposing to spend between 0.5% and 1.5% of GDP, which is "inadequate," Johnson said.

And Germany is dragging its feet, which could damage the synchronized attempts to increase savings.

"It is a dangerous new world," Johnson said.

Europe

Recent business confidence surveys and activity gauges, including closely-watched purchasing mangers indexes for the manufacturing and services sectors, point to a deepening recession in the fourth quarter of this year across Europe. After contracting 0.2% in the second and third quarters, euro-zone GDP could fall by 0.6% or more in the final three months of the year, economists said. See full story.

"The basic theme there is that the short-term business surveys are dire," said Brian Hilliard, head of economic research at Societe Generale. "Output is really collapsing and fourth-quarter (euro-zone) GDP could fall 1% and the perspective is little better for the first quarter of next year.

"I think that's going to make itself evident in business investment in the euro zone as well, so that's going to do a lot of damage through the rest of next year," he said.

The downturn hasn't only hammered countries, such as Ireland and Spain that have echoed U.S. housing woes. It's also hit more robust economies, even sending European powerhouse Germany into a recession of its own, noted Jonathan Loynes, chief European economist at Capital Economics in London. The firm predicts euro-zone GDP will contract by 1% in 2009.

Deutsche Bank predicts that a steep near-term fall will make for a 2.5% contraction in GDP in 2009, marking the 15-nation region's worst recession since World War II. Growth will rebound in 2010, but the recovery will be more tepid than in normal recoveries, said economist Mark Wall, in part due to a lack of a coordinated policy response across the region.

Despite qualms, the European Central Bank will likely have little choice but to drop its key interest rate below 2% for the first time in its decade-long history, economists predict. The central bank has slashed its key rate from 4.25% to 2.5% in a series of rate cuts that began in October.

Meanwhile, German Chancellor Angela Merkel earlier this week said Germany would decide on a second fiscal-stimulus plan in January. Merkel has resisted calls by other European leaders to significantly boost public spending in the euro-zone's largest economy. Germany's current plan would boost spending by 31 billion euros over the next two years.

As for Great Britain, ideas the Bank of England will have little choice but to join the Fed in exploring the zero bound on interest rates have sent the pound tumbling to all-time lows versus the euro.

An aggressive round of rate cuts by the Monetary Policy Committee since October has dropped the BOE's key lending rate from 5% to 2% -- matching the all-time low since the bank's founding in 1694. Another big cut is expected next month.

"With the risks of a deep and protracted recession rising, we expect the MPC to cut rates to 1% next year. Unorthodox policy measures similar to those already in train in the U.S. will probably follow," wrote economists at Royal Bank of Scotland.

Forecasters see Britain, saddled with a burst housing bubble and outsized exposure to the troubled banking sector, bearing the worst of the global downturn. The British government was the first to effectively part-nationalize its troubled banking system and has implemented a controversial 20 billion pound fiscal stimulus package.

GDP is now likely to contract by at least 1% in the fourth quarter, Loynes said, setting the stage for a contraction of around 2.5% in 2009.

Societe Generale's Hilliard sees a 1.5% 2009 contraction.

The economy will likely begin to show some signs of life in the second half of next year as lending conditions finally begin to stabilize, Hilliard said.

U.S.

Although the U.S. has been in a recession in last December, it feels like it has gained strength in recent weeks, economists said.

Fourth quarter growth in expected to be below negative 6% rate in the final three months of the year, and the first three months of 2009 look almost as bad.

The rough consensus sees flat growth in the third quarter and some form of growth in the final quarter.

Bailey, the former top economist for Clinton, sees a 20% chance of an upside surprise in growth in the second half of the year if things start to bottom.

Nothing Obama will do will stop the two negative quarters. But he may instill some confidence to lead to a turnaround.

However, there is a 30% to 40% chance that the economy stays in recession through the entire year, with the unemployment rate rising above 10%, Bailey said.

But some economists are optimistic about a rebound.

Joel Naroff, president of Naroff Economic Advisors, said that U.S. businesses are reacting quickly to the downturn and will be in better shape for a rebound after the first quarter.

"Businesses are reacting so quickly they are not going to need to keep cutting back, which is what typically keeps recessions going longer," Naroff said.

For Ricchiuto of Mizuho Securities, the biggest test will come quickly next year when the market will expect the Fed to follow up on its promise to keep printing money.

"Are they (the Fed) ready to walk the walk after they've talked the talk," he asked.

Spreads on many debt classes have come down dramatically in the wake of the Fed decision earlier this week.

"The Fed now has to validate or markets could get nasty," he said.

Overall, Ricchiuto is skeptical of any outlook.

The recent market declines have been so severe that there has been a permanent shift.

"People in their 40s now think they are going to have to work until they're 80," he said.

"Twenty years of savings have been wiped out. We can't assume the world is going back to normal.

Asia

Experts painted a grim picture for the Asian region in 2009.

"Asia is not doing well at all," said Son Won Sohn, an economist at the Martin Smith School of Business at California State University, Channel Islands.

"Decoupling, which looked for a while like it was going to work -- turned out to be a myth."

Japan is mired in a recession, South Korea will be lucky to reach 2% growth this year and Chinese growth could fall below 6%.

The downturn in global trade has just begun to have a negative impact on China's economy, but it is pressure that will last for most of 2009, according to Brad Setser, an expert on China at the Council of Foreign Relations in New York.

"The latest data for November was off-the-charts bad," Setser said.

In addition, China's own domestic cycle looks to have turned, he said.

"The pace of the downturn has been a little bit of a surprise," he said.

Global threats

Economists remain very worried about protectionism.

Despite pledges by the G-20 last month to cooperate and avoid protectionism, trade analysts see signs that the opposite may be occurring.

If China moves to protect its export sector, it will likely set off a hostile reaction in the U.S. Congress.

Keluh kesah dan pengakuan jujur dari seorang rektor sebuah perguruan tinggi swasta menjadi pembukaan pembicaraan antara rektor dan tim sisfokampus. sebenarya yang dialami oleh Rektor tersebut menjadi isu yang terjadi hampir disemua perguruan tinggi di Indonesia. Apalagi jika sang rektor sebagai businessman yang mempercayakan segala sesuatu dengan bawahannya. Nokia Siemens to Expand Service Management Through Channel Partners

Nokia Siemens Networks (News - Alert) (NSN) has tied up with four channel partners – KlugCom, P3 Solutions, Subex and Theta Networks – aimed at enhancing its customer base in the service management software business.


The association with the new channel partners is expected to bring new markets and technology, the company said. This will enable NSN associating with more telecom service providers to offer the company’s Operational Support Systems (OSS) and service management software to improve their customer’s service experience.

“It’s a win-win situation for all parties,” said Juhani Hintikka, head of Operations and Business Software Business Unit at Nokia Siemens Networks, in a statement. “In the complex software market, collaborating with other software specialists helps us to address service providers regardless of their network vendor or technology. These new channel partners are focused on delivering service management software that improves the end-users customer experience, which we know can have a big impact on reducing customer ‘churn’.”

Associating with channel partners is an emerging business model for several telecom equipment companies. For NSN, this is an indirect sales channel business model which ensures additional growth in new markets. Through this model, the required sales resources and competences are available to enable growth in new markets.

Indirect channel partners fall under the umbrella of Nokia Siemens Networks Channel Partner (News - Alert) Program, launched in May 2008, NSN said a media statement.

The new solutions and market reach enhances OSS capability within Nokia Siemens Networks. The company has more than 600 network management customers and more than 360 service management installations.

The nature of the association with each channel partner and the objective vary.

For instance, KlugCom will provide the OSS capability to NSN in Latin America. P3 Solutions and NSN are jointly developing software to enhance quality to customers. The software will be sold by both companies. Subex and NSN will put together service management solutions, while Theta Networks will sell the Nokia Siemens Networks provisioning solution.

Why IT Needs a Blueprint: The Case for a Unified Service Model

Blueprint (blōō • prĭnt) – noun: (1) something intended as a guide for making something else; “a blueprint for a house”; (2) photographic print of plans or technical drawings.

When building or making changes to a house, construction professionals rely on the architect’s blueprint - the tool that translates the needs of the homeowner into instructions for the builders, carpenters, electricians and plumbers. General contractors pull together the various blueprint elements, electrical plans, plumbing plans, floor plans and cost schedules, to build or modify the house according to building codes, to build it on schedule and on budget,. They also communicate with the owner on a regular basis, reporting on progress and making necessary adjustments along the way, always staying aligned with the home owner’s needs.

IT professionals also need a blueprint to translate the needs of the business into practical instructions. In this way, developers, systems administrators, and network managers can convert hardware, systems, applications and their multiple connection points into an enterprise computing environment that provides a company with clear economic value and sustainable competitive advantage.
The idea of an “IT blueprint” has become increasingly compelling as the complexity of IT has continued to increase. Business Service Managers, an increasingly common new role in IT organizations, are the General Contractors of IT and are being called on to translate business requirements into the guidance other IT professionals need to create services and to ensure that those services perform reliably over time. An IT blueprint shows how the various infrastructure components inter-relate to each service and provides the insight necessary to ensure more business-critical services get priority treatment. With this guidance, the IT organizations can make informed prioritization decisions that effectively meet the needs of the business -- whether those decisions have to do with requests for new IT services, support for existing ones, or the disciplined management of change.

The blueprint of a business service is not a static “snapshot”. It is a dynamic model that any IT professional can use to determine the ideal course of action when adding or changing some aspect of that environment. Since change requests are a constant fact of life in IT, a Unified Service Model t is something IT professionals need on an almost daily basis.
A Unified Service Model provides insight into the service definition—that is, the assets, people and processes that support each service--and key information about each service such as costs, service levels, problems, incidents, events and projects related to the service. A Unified Service Model is typically implemented via a CMDB with significant integration to other management tools that provide deeper insight into service attributes.
As an example, an insurance company may discover that for competitive reasons it must reduce by 50 percent the time it takes to provide quotes. With a Unified Service Model, the company’s IT organization can take a 360-degree view into how quotes are delivered, which IT assets support them, what changes are needed to achieve the faster processing times, and how those changes may impact other services. IT can thereby respond to this request with a dollar figure and an impact assessment, so that an informed decision can be made about whether to pursue a full 50 percent reduction in processing time – or whether a smaller improvement is more financially prudent.

The concept of an “IT blueprint” has been a long-time coming, but its time appears to have finally arrived. Business users and IT professionals alike recognize the central role that technology plays in driving the business. By implementing a Unified Service Model, these two groups can reap the benefits of having a common language for keeping technology spending tightly aligned with the real needs of the business.

Using Linux:
If you would like to install NCT-Linux to use with your L120 please follow the directions listed:

In the Linux terminal window, type
"wget http://www.indoasiateknologi.com/nct-linux.zip"
unpack the files into a desired directory
Using the terminal window, type "chmod 777 lntsinst" press enter then on the next line type "./lntsinst" (make sure that you have root priveledges for this last command)

Please make sure to have GDM installed for the default Desktop Manager. KDE and Gnome are both supported, however GDM is required for authentication.

The L200 Product with Linux, has a particularitity. Is necessary to load the BootServer of the Host NCT-Linux, and its Firmware needs to be the image that is in the Software of version 2.01.048, and thus, to obtain authentication and to initiate the correct connection.

If exists "Host Windows" and "Linux" (with NCT)in the net, make sure that the L200 WILL NOT load the BootServer of this "Windows machine". If it to load the Boot Server of the Host Windows, the L200 will not connect (Linux Ts Negociation Error).
Perhaps necessary to isolate the Host Linux, to catch the BootServer.

(Geting the BootServer from NCT-Linux, you can to obtain o Firmware from it)

If the L200 Product, have one firmware more current, however, catches the BootServer of the Host Nct-Linux, and don't get Connection, perhaps necessary to make the DownGrade, and to reduce the version of the Firmware for the image of Software.

Before everything, NCT needs Libqt-mt.
Downloads the library Libqt, and installs it.

The Nct looks to the sources of terminals fonts "100dpi" and "75dpi",
into the directory" /usr/X11R6/lib/X11/fonts/ ", that it is not the directory standard of the sources in the System Ubuntu Feisty.
Correct PATH: "/usr/share/fonts/X11/"
The sources of terminals (100dpi and 75dpi) are the necessary ones, the remaining portion ignore. One is created symbolic links:

This happens reason the XDMCP looks the keyboard configurations ([xkb], maps, symbols and keycodes), in the directory "/usr/X11R6/lib/X11/xkb", that into the System Ubuntu 7,04, it does not point the place some (xkb), presenting the error message:

NCT running on UBUNTU (Feisty)
To gain access to your linux (Ubuntu) machine, you have to enable sharing service.
Goto menu System ->Administration ->Shared Folders.
You will see there are two services you can install, the NFS for Unix and SMB for Windows network. You can give check mark for both of them, or just the SMB.
Click 'Install Services' button.

After the installation finished, goto 'Shared Folders' tab and klik 'Add'.
In option 'Path', pick folder name you want to share (eg. 'SharingSamba').
Make sure you got 'Windows network (SMB)' in the option 'Share through'.
Uncheck option 'Read only' if you want to write to your shared folder from the network.
Click 'OK'.

Change tab to 'General Properties'.
Fill in your network domain/workgroup in option 'Domain / Workgroup'.
Check the option 'This computer is a WINS server', if you want this computer as a WINS server.
Click 'Close'.

Next, you edit a few options in file /etc/samba/samba.conf
to gain direct access without using a password.
Edit this part:

security=share


Next, add Samba user. Make sure the Samba username is already exist in your Ubuntu.
After finished added Samba user, restart Samba services to see the changes.
In terminal, type:

$ sudo smbpasswd -a [your login name]


Now go to you windows client.
Goto start menu and click 'RUN'
Type in your Ubuntu share IP.
eg: \\192.168.0.34\

You suppose to see the 'SharingSamba' folder in the Internet Explorer.

North Carolina - Perangkat musik portabel iPod Touch ternyata tak semata dipakai untuk mendengar lagu. Sebuah sekolah di North Carolina, Amerika Serikat menilai iPod Touch bisa jadi sarana pembelajaran baru di kelas.

Di sekolah bernama Culbreth Middle School itu, digodog proposal pemanfaatan iPod sebagai media pembelajaran bagi siswa terpilih dalam program Advancement via Individual Determination (AVID).

Program ini menyiapkan siswa mempersiapkan diri memasuki dunia perguruan tinggi. Menurut kepala sekolah Susan Wells, dengan iPod, siswa bisa mencatat, berhitung, mengakses kamus, atau menyusun jadwal secara praktis. Hal ini didukung banyaknya aplikasi yang bisa di-install di iPod.

Chuck Hennessee, kepala program AVID, meyakini bahwa iPod Touch besutan Apple itu bakal menolong siswa membangun kepercayaan diri dalam memakai teknologi sekaligus memfasilitasi mereka saling belajar keterampilan baru.

Bahkan nantinya direncanakan, seluruh siswa di sekolah itu akan dibekali iPod Touch. Wells memaparkan pemakaian iPod juga akan mengajari para murid bertanggungjawab. Pasalnya, mereka hanya dipinjami iPod itu dan harus dikembalikan dalam keadaan baik pada waktunya.

Dilansir Carrborocitizen dan dikutip detikINET, Jumat (5/9/2008), beberapa institusi akademik di Amerika memang sudah memakai iPod sebagai sarana pembelajaran. Namun untuk kategori sekolah menengah, pihak Culbreth Middle School mengklaim diri sebagai yang pertama memanfaatkannya.

Malaysia formally embraces Open Document Format

The Malaysian government today announced plans to adopt open standards and the Open Document Format (ODF) within the country's public sector.

The Malaysian Administration Modernization and Management Planning Unit (MAMPU) last week issued a tender for a nine-month study to evaluate the usage of open standards in its information communications technology (ICT) deployment. The study will also look into how the Malaysian public sector should migrate to open standards and the ODF, according to the Malaysia Open Source Software Alliance (MOSSA).

"The decision taken has been deliberated carefully for a considerable amount of time, and much thought process has been put into it," Nor Aliah Mohd. Zahri, ICT deputy director general at MAMPU, said in a statement.

"These discussions centered on open formats, particularly as they relate to office documents, their importance for the current and future accessibility of government records, and the relative 'openness' of the format options available to us," Nor Aliah explained.

The study will document the benefits of open standards, suggest policies and guidelines for achieving openness and provide a roadmap for implementing the ODF in Malaysia' public sector, added MOSSA.

The country unveiled its intentions to consider the ODF as a national standard for office documents in July last year. A month later, Hasannudin Saidin, a technical committee member of Sirim, the country's standards development agency, said on his blog that the proposal would have to gain approval from a higher-level committee within Sirim before it could proceed.

In July this year, Japan became the first country in the Asia-Pacific region to embrace open software standards. Last August, the United Nations urged countries in the region to adopt the ODF.

Published by OASIS (the Organization for the Advancement of Structured Information Standards), the ODF--or Open Document Format for Office Applications--is an XML-based open standard, enabling any office software to format, save and exchange file documents such as spreadsheets, databases and text.

Malaysia's schools get OpenOffice.org

The Malaysian government has unveiled plans to roll out OpenOffice.org in schools across the nation--a move that will affect some 300,000 PCs.

Announced Wednesday by the chief minister of the state of Terengganu, the initiative will see all 467 schools in the Malaysian state using the open source office suite from January next year.

Some 100 schools in the state are already using OpenOffice.org, after the first phase of deployment began in January this year, according to a statement from the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU). MAMPU is a government agency that was set up to study the feasibility of implementing open source software in the public sector.

The decision was made based on case studies of other government agencies in the country, which have had successful implementations, Khairil Yusof, a MAMPU spokesperson, told ZDNet Asia in an e-mail interview.

Noting that increased security and knowledge-sharing were some of the positive findings of these case studies, Yusof said: "[The] open source deployments were not affected by viruses. The case studies also highlighted that staff were able to build their skills and knowledge due to the wealth of free information and tutorials associated with open source technologies available on the Internet."

The savings on licensing costs were an added draw for the government's decision to embark on open source deployments. MAMPU said: "Combined, [government agencies] have saved millions of ringgit for licensing fees [with the] expenditure now spent [elsewhere] to provide better public services."

Already an open source supporter
Yusof noted that open source software is not new to Malaysia's government agencies. Melaka, Kedah, Pahang and Sabah have adopted OpenOffice.org--with Melaka and Kedah at the forefront having done so since 2003, he said.

Overall, 281 agencies nationwide have adopted open source software, according to MAMPU.

"The migration at the agencies in which MAMPU has assisted, have had positive results," Yusof added, citing successful implementations at the Ministry of Human Resources and Meteorology Department as examples.

"The Ministry of Human Resources has migrated over 2,000 users with very few problem reports… To date, over 10,000 seats in over 15 agencies have fully migrated [to open source software]," he said.

He noted that news of the move to OpenOffice.org has caught some by surprise, because of the lack of fanfare accompanying each deployment.

"Some have been [involved] since 2003 with little information shared [publicly]... [so, it seems as if] suddenly [people] are finding out that entire states are moving [to open source]," Yusof said.

Papua - Dirjen Postel Basuki Yusuf Iskandar mengaku sangat antusias jika diminta membuka akses teknologi komunikasi informasi (ICT) di daerah terpencil. Ia yakin peran ICT sangat penting untuk memajukan daerah tertinggal.

"Peran ICT sangat penting untuk kegiatan belajar dan mengajar. Dengan adanya akses internet, peluang daerah untuk mengejar ketertinggalan terbuka luas," ujarnya usai memberikan donasi komputer dan akses internet di 12 sekolah di Papua bersama XL di Sentani, Papua, Rabu (20/8/208).

Ia berpendapat, minimal diperlukan tiga langkah untuk memajukan daerah melalui ICT, yakni ketersediaan akses telekomunikasi dan internet dengan tarif kompetitif, kualitas layanan yang bisa diandalkan, serta pembentukan karakter sumber daya manusia.

Basuki berterimakasih atas bantuan komputer dan akses internet. "Internet hanya alat, punya dua sisi, baik dan buruk. Jadi, peran pendidikan sangat penting untuk menjaga ICT agar tetap di sisi yang baik. Sementara, operator juga tidak boleh lepas tangan setelah memberi bantuan akses, harus terus dibina," tandasnya.

Menyederhanakan Pengelolaan Data

Perkembangan bisnis dan tuntutan regulasi membuat perusahaan harus menyimpan dan mengelola berbagai jenis data. Kini sistem penyimpanan harus bisa mengelola data terstruktur tradisional seperti yang biasa ditemui dalam aplikasi database, sekaligus juga data tak terstruktur. E-mail, dokumen, gambar dan video adalah contoh data tak terstruktur yang dihasilkan aplikasi perkantoran, VoIP, situs Web, dan sistem pemetaan.

Mengelola data tak terstruktur relatif lebih sulit dibandingkan data terstruktur. Namun perusahaan tak bisa menghindari karena pertumbuhan data tak terstruktur lebih cepat dibandingkan data terstruktur.

Lembaga riset IDC memproyeksikan pertumbuhan rata-rata tahunan data tak terstruktur dunia selama 2005-2011 mencapai 63,7%. Bandingkan dengan data terstruktur yang hanya 32,2%. Selain itu, tantangan dalam mengelola data juga semakin besar ketika infrastruktur storage tersebar seperti pulau-pulau storage. Di saat yang sama, utilisasi storage masih rendah dengan banyak data duplikat yang tidak perlu.

Menurut Strategic Research Corporation dan SNIA (Storage Networking Industry Association), utilisasi sistem storage umumnya berkisar antara 20% sampai 30%. Sementara itu, sebanyak 22% data adalah data duplikat bahkan 68% data tak pernah diakses selama 90 hari atau lebih. Dari sudut finansial, 47% dari biaya pengelolaan storage dihabiskan untuk mengelola file, 12% untuk backup dan restore serta sisanya untuk pemeliharaan peranti keras.

Dampak bagi Bisnis
Teknologi informasi, termasuk storage diharapkan selaras dengan tujuan bisnis. Tantangan pengelolaan storage bukan hanya masalah teknologi informasi, tetapi juga membawa dampak bagi bisnis, seperti:
1. Sulit melakukan pencarian data
• Menurut IDC, diperlukan waktu rata-rata sekitar 9 – 10 jam dalam sepekan untuk mencari informasi. Pencarian ini membutuhkan biaya dan memakan waktu sehingga memperpanjang time-to-market dan pengambilan keputusan.
• Berdasarkan laporan IDC pada April 2006, biaya pencarian yang tidak efektif diperkirakan mencapai USD5.251 per pekerja per tahun. Untuk 1.000 pekerja, biayanya diperkirakan mencapai USD5,25 juta.
• Help Desk –unit kerja yang bertugas membantu pengguna- dibanjiri permintaan untuk mencari dan menemukan data atau file di seluruh lingkungan storage.
• Selain itu, keberadaan data-data liar (rogue data) dalam jumlah yang sedikit sekalipun bisa meningkatan risiko data tidak ditemukan pada saat dibutuhkan.
• Perusahaan cenderung membangun storage tersendiri untuk setiap sistem yang menciptakan lumbung-lumbung data terpisah. Hal ini menyulitkan pencarian informasi dan meningkatkan risiko pada saat pencarian data.

2. Infrastruktur yang tambun
• Umumnya perusahaan menerapkan pendekatan kapasitas pada sistem storage dengan terus menambah daya tampung. Akhirnya, sistem storage yang terdiri dari aneka ragam jenis dan platform pun sulit dikelola.
• Sistem storage yang kompleks berujung pada peningkatan biaya operasional. Pendekatan kapasitas tetap membuat utilisasi storage rendah walaupun perusahaan sudah banyak melakukan investasi.
• Kompleksitas mengakibatkan bottleneck dalam kinerja dan skalabilitas sedangkan akses pada file membutuhkan waktu lebih lama.
• Dalam kondisi ini, infrastruktur storage menjadi "tambun" dan sulit mengikuti pergerakan bisnis yang semakin dinamis. Alih-alih menjadi pendukung, storage malah menghambat bisnis.

IBM gelar kurikulum keahlian software pertama

JAKARTA: PT IBM Indonesia menggelar program pendidikan peranti lunak Career Education in IBM Software (CEIS) pertama di Universitas Pelita Harapan (UPH).


Kerja sama itu bertujuan membekali mahasiswa dan profesional dengan keahlian yang dibutuhkan dunia kerja.

Suryo Suwignjo, Presiden Direktur IBM Indonesia, mengatakan pendidikan menjadi salah satu fokus utama perusahaannya.

"Kerja sama kami dengan perguruan tinggi akan membantu mahasiswa dan staf pengajar mendapat informasi kebutuhan pasar," ujarnya Jumat pekan lalu.

Menurut Suryo, informasi tersebut akan membantu mahasiswa mengembangkan kemampuan di bidang teknologi informasi (TI) yang dibutuhkan lapangan kerja dan berbagai profesi yang semakin luas saat ini.

CEIS merupakan program pendidikan software komprehensif yang didesain kalangan profesional TI untuk mahasiswa ataupun profesional agar mereka dapat meningkatkan pengetahuan di industri yang dinilai dinamis.

Kurikulum CEIS menggabungkan konten software terbaru, pengetahuan teknis serta pengalaman terbaik di industri melalui kegiatan laboratorium atau praktek langsung yang dikemas dalam program pendidikan yang unik.

Secara khusus, program CEIS akan menyediakan berbagai software IBM seperti Lotus, Database Administrator (DB2), Rational, WebSphere, dan Tivoli.

CEIS juga menyediakan sumber daya untuk mendapatkan sertifikasi profesional internasional IBM termasuk di antaranya Lotus Certified Engineer atau Certified Database Administrator.

Suryo mengatakan kemitraan dengan UPH akan membangun keahlian yang terintegrasi untuk beradaptasi dengan dunia teknologi yang berkembang pesat.

Rektor UPH Jonathan L. Parapak menuturkan program itu akan melengkapi kurikulum teknologi mutakhir di UPH khususnya di Fakultas Ilmu Komputer.

"Dengan akses ke teknologi IBM, mahasiswa kami dapat mengembangkan talenta yang bermanfaat bagi perekonomian dalam negeri maupun internasional saat mereka memasuki dunia kerja," kata Parapak.

Program tersebut dapat diikuti dari awal hingga akhir mulai tahun ajaran 2009/2010 sebagai bagian yang terintegrasi dalam kurikulum dan pelaksanaannya dipandu oleh instruktur yang bersertifikasi internasional maupun pakar-pakar IBM.

UPH menjadi mitra CIES pertama di Indonesia setelah program serupa diluncurkan di kawasan Asean tahun lalu.

University Campus Network Monitoring using NetFlow Analyzer- A case study

The Client
A large University that is more than 150 years old based in United Kingdom. This University has more than 25,000 full time and part time students and more than 3,500 employees on its rolls.

The Challenge
The University had a campus wide WAN comprising of 26 Cisco routers and 12 Enterasys Routers. The Campus network was the principal medium of communication among its diverse community. If the institute's WAN went down for any significant time it had the potential of bringing the university system to a grinding halt. So they wanted to foolproof their network of any eventuality. The Network team identified the primary challenges that faced them in their daily operations and set forth their requirements.

The core requirements were identified to be:

  • Monitor the network traffic pattern within their firewalled perimeter on a daily basis
  • Identify any faults in the network rapidly
  • Forecast future network traffic requirements accurately - reducing cost associated with inaccurate bandwidth provisioning

The Solution
ManageEngine NetFlow Analyzer was deployed and NetFlow was enabled on all the 26 Cisco Routers and 12 Enterasys Routers. The NetFlow statistics exported from the equipments were exported to NetFlow Analyzer.

Benefits
ManageEngine NetFlow Analyzer allowed them to perform the following with ease:

  • Having a daily report on bandwidth consumption helped them stay abreast of the bandwidth usage details
  • Knowing what traffic is using what bandwidth on the network which led to reduced time to troubleshoot network down time

  • Calculating accurately the bandwidth requirements/provisioning they had to make for their enterprise

"Pihak POLRI TIDAK BERHAK" Untuk mengambil komputer dari TKP kecuali
TERBUKTI TERLIBAT dalam tindakan kriminal (praduga Tak bersalah)".

Misalnya dipergunakan untuk membuat CD/DVD bajakan itu sendiri, menjual
software bajakan, mempubilkasikan secara umum ( bersifat komersial) seperti
isilagu/ringtone MP3, toko menjual barang ilegal ( hardware curian), credit
card fraud, dll.

Proses PEMBUKTIAN KETERLIBATAN seseorang dalam tindakan kriminal yang
menggunakan komputer membutuhkan waktu yang lama, termasuk melakukan
pengintaian. Jadi, apabila ada POLISI yang berani masuk ke dalam warnet dan
menyatakan harus menyita semua komputer yang ada berarti mereka adalah OKNUM
yang tidak bertanggungjawab. Semua ada proses/prosedurnya.

Mengenai pemakaian windows original, pernyataan di bawah ini diperoleh
langsung dari pihak Microsoft Indonesia dan juga melalui perwakilannya,
yaitu Magenta Sebagai tempat pendaftaran MSRA.

Pertama
Akan ada perwakilan dari pihak yang merasa berkepentingan ( misalnya
Microsoft ) yang lebih dikenal dengan sebutan SURVEYOR datang melakukan
SURVEY, BUKAN RAZIA/PENYITAAN !!!.

Mereka wajib menunjukkan Surat Perintah Kerja ( SPK ) yang berisikan detail
apa saja yang harus mereka kerjakan.

User BERHAK melakukan konfirmasi dengan cara menelphone pihak Microsoft
Indonesia atau Magenta tentang keberadaan surveyor di lapangan tersebut.

Kedua
Apabila surveyor mendapatkan penggunaan software bajakan, maka surveyor
tersebut BERHAK meminta surat pernyataan dari user yang WAJIB diisi data
sesuai dengan keadaan dilapangan oleh user.

Ketiga,
Pihak Microsoft/ Magenta akan mengirim surat penawaran untuk menyelesaikan
tindakan pelanggaran oleh user. Setelah user mengkonfirmasi tindakan yang
telah diambil apakah memutuskan untuk menggunakan Windows original atau
beralih ke solusi freeware seperti LINUX, pihak Microsoft/Magenta akan
mengirimkan kembali seorang Surveyor memastikan kebenaran di lapangan.

Keempat,
Apabila user tidak merespon penawaran dan atau setelah surveyor mendatangi
kembali masih mendapatkan pelanggaran, maka pihak Microsoft/Magenta akan
mengirimkan surat peringatan.

Kelima,
Apabila user tidak merespone surat peringatan, maka pihak Microsoft/Magenta
akan memperkarakan secara hukum dan menyerahkannya ke pihak POLRI.

Selanjutnya seperti proses hukum yang berlaku, POLRI akan mengirimkan surat
panggilan pertama, kedua, ketiga dan apabila tidak direspon baru akan
dilakukan penyitaan dan penyegelan tempat usaha.

Catatan
Diluar proses/prosedur di atas, User BERHAK mempertahankan kepemilikannya
atas harta benda yang dibeli secara legal dan sebagai pembeli dapat
memposisikan dirinya sebagai KORBAN.

Tidak bisa suatu merk memperkarakan merek lain, misalnya Microsoft
memperkarakan Biling Explorer bajakan atau Norton Anti Virus Bajakan (
Symantec ). Hal tersebut merupakan etika merek dagang terdaftar ( Registered
Trade Mark ) Internasional. Informasi ini dapat diperoleh melalui website
Microsoft atau apabila kita mencoba mengaktifasi/ update windows bajakan.

HP Launches RFID for Tracking Data Center Assets


Hewlett Packard (HP) Friday introduced a new service that enables customers to reduce property loss, increase security and improve audit controls in the data center with radio frequency identification (RFID) technology.

The HP Factory Express RFID Service tracks critical data center assets, such as HP factory-built servers, storage devices and rack enclosures, so customers can continuously monitor the equipment as soon as it is received at their facilities.

When deployed as part of a full RFID solution from HP and its partners, the service automates and tracks device movement, providing an accurate inventory of all assets throughout their lifecycle.

RFID is a data-collection technology that uses radio waves to remotely store and retrieve data to identify objects. It provides companies with up-to-the-minute supply chain visibility, including inventory and logistics dates as well as asset management capabilities.

“RFID has already proven itself to be invaluable for tracking assets,” said John Fontenalla, vice president, AMR Research.

“This new service is key to strengthening operational precision in a data center and ultimately customers’ ability to lower operational risks.”

HP offers customers a breadth of advanced RFID-related technology, such as tags, readers, middleware and business applications, for tracking, tracing, inventory management and security. The company also provides RFID consulting and integration services and is an active participant in global RFID standards development.

Data center asset management is becoming crucial to customers, particularly those with thousands of servers in multiple data centers across several geographies. Many data centers operate with manual inventory lists and have low inventory accuracy. With moves, adds and changes, keeping track of technology devices can be complex.

HP’s RFID tagging process allows technology devices to be scanned from the factory to the customer without requiring workers to manually inventory each asset. Customers can then quickly locate and maintain devices with minimal employee intervention, saving time and reducing loss or theft of valuable technology assets.

“Escalating customer demand for automated tracking led to HP’s development of this service,” said Tim Wilkinson, Regional Manager, RFID & Supply Chain COE.

“As an early adopter of RFID in our own supply chain and a world leader in RFID, HP is uniquely qualified to help customers lower their total cost of ownership and mitigate security risks through RFID services and solutions.”

HP plans to extend the service to customers worldwide via HP Factory Express locations in Singapore, Brazil and the United Kingdom.
